Organisational Structure
Commercial & Revenue Department of Jharkhand Bijli Vitran Nigam Limited (JBVNL) is headed by Chief Engineer (Commercial & revenue) and deals with the following areas :
1. Power purchase / Sale / Trade / Banking,
2. Tariff related issues like Tariff Petitions, Regulations, Supply Code, etc.
3. Revenue related issues like Billing and Collection
4. Revenue related report & returns
1. Power Purchase Optimization:
• Creation of dedicated Cell for Power Portfolio Management and Demand Forecasting Tool is being implemented under World Bank Program
• The conversion of agreement with DVC from consumer mode to PPA mode, translating into cost reduction of approx. INR 29 Cr/month
• Timely payment of power purchase bills, by availing working capital loan facility, to ensure rebate on power procurement bills, resulting in overall power purchase cost reduction.
• JV of NTPC and JBVNL has been formed for the establishment of 4000 MW coal based power plant at Patratu to ensure adequate and surplus power
2. Improvement in Billing and Collection Efficiency:
• Appointment of Urja Mitra (UM) / billing agencies for effective implementation of Android based photo spot billing and collection system on centralized data server for entire state to improve the billing efficiency to achieve UDAY targets
• To enhance collection efficiency, consumers are facilitated with multiple collection avenues such as Mobile App (ezy-bzly), online payment, e-wallet (through UM), ~4,500 Pragya Kendras, ~440 post offices, ~190 ATP machines, BBPS, etc.
• To promote digital payments, cash-back scheme (1% of energy bill or INR 250 whichever is lower) will be introduced for all LT consumers
• Rebate of 0.5% on the billed amount for timely payment of the bills for all the category of consumers shall be allowed
3. Theft Prevention :
• Massive raids are being conducted regularly and FIRs are being lodged against theft of electricity
• Name and shame campaign are being conducted regularly for consumers having arrears and outstanding dues
• Installation of AB Cables, Undergrounding of LT network, feeder Improvement Program for network strengthening, Physical segregation of feeders, Installation of AMR meters etc. are being done to reduce losses and improve quality of power supply.
4. Regulatory Effectiveness :
• The MYT petition for control period 2016-17 to 2020-21 has been filed before Hon’ble JSERC in July 2016 and the order on the same has been issued by Hon’ble JSERC on 21st June 2017
• Tariff Rationalization and Cost reflective tariff : In order to reduce the burden of cross subsidy on the high value consumers, JBVNL in its tariff petition for FY 18-19 has proposed the cost reflective tariff for each consumer category as a percentage of average cost of service in the band of ± 20% of average cost of service for all categories which has also been approved by the Hon’ble JSERC in its tariff order for FY 18-19.
• Petition for True-up of FY 11-12 to FY 13-14 (JSEB period) and true-up of FY13-14 to FY 15-16 (JBVNL period) has been filed before Hon’ble Commission in Sept’ 2017 and the order on the same has been issued by Hon’ble JSERC on 27th April 2018.
• Petition for Annual Performance Review (APR) for FY 2016-17 and Aggregate Revenue Requirement (ARR) for FY 2017-18 and FY 2018-19 has been filled before Hon’ble Commission in Jan’ 2018 and the order on the same has been issued by Hon’ble JSERC on 27th April 2018.
• JBVNL has already initiated the preparation of Tariff Petition for FY 19-20 along with the True-up Petition for FY 16-17 and FY 17-18 and Annual Performance Review for FY 18-19, which shall be filed within the timelines stipulated under the State Tariff Regulations.
• Direct subsidy to certain consumer categories in place of previous mechanism of Resource Gap Funding (RGF).
5. Accurate Energy Accounting :
• 100% feeder metering (11 kV) for both rural and urban feeders
• Distribution Transformer (DT) metering (urban): - All 10,140 DTs have been metered (100%)
• Distribution Transformer (DT) metering (rural): 45,198 DTs out of 62,794 DTs have been metered till date (72%).
• All new connections under State/ Central schemes are being given only with energy meters
• The existing un-metered/ defective metered consumers are being metered with the help of UM agencies, with target to achieve 100% metering by Dec’18
Key highlights :
• Android based mobile photo spot billing (with collection facility) having online and offline capability and complete control over database
• Maximum 1500 designated consumers per UM, a JBVNL Touch-point for billing, collection and various other consumer services
• Dedicated dashboards for JBVNL, agencies and UMs, for real-time progress and performance monitoring
• Mandatory sharing of revenues (40-70%) and billing /collection incentives (70%) by agencies with UMs
• Spot payment facility to consumer through cash (e-wallet), card and other digital means.
Key responsibilities and tasks of Urja Mitras :
• Meter Reading, capturing image, bill generation and distribution.
• Collection through E-wallet and Cards
• Meter shifting to an accessible location/point
• Replacement of Defective/ Burnt meter
• Reporting theft of electricity to JBVNL
• Reporting ghost consumers
• Reporting exception cases like premises locked, meter burnt or defective etc.
• Conversion from flat billing to metered billing
• Load enhancement/ tariff change/change of name
• Release of new connection

Restructuring of Dues and Debts :
• GoJ has taken over 100% CPSU dues (INR 5,553 Cr) and 50% of the Total Discom’s debt (INR 1165) i.e. INR 583 Cr and bonds have been issued
• Balance 50% of Discom’s debt (INR 582 Cr) is existing loan from GoJ
Reduction of ACS-ARR gap and AT&C loss :
• Reduction of ACS-ARR gap from Rs. 3.55/ Unit in FY 15 (As per UDAY MoU) to Rs. 0.57/Unit in FY 18, with target to reduce it to zero by FY 19.
• AT&C losses reduced to 31.78% in FY 17-18

UJALA Scheme :
• Around 1.23 crores LED bulbs have already been distributed
• In rural areas, additional 1 crore LED bulb is planned to be distributed through panchayat swayam sewak, Prakhand Krishi Jagriti Abhiyaaan , Urja Mitra, CSC Pragya Kendra etc.
